Scenario: Network with VIP Ranks

Problem: The server offers VIP and Premium ranks that promise a sustained superior gameplay experience. During high load, all players are equally affected, eroding the value proposition of paid ranks.

Outcome: Under sustained load, all tiers degrade proportionally. A free player may see their VD reduced from 6 to 3 chunks. A VIP sees 12 reduced to 6. Premium sees 20 reduced to 10. The relative gap between tiers is always maintained. Each rank's value proposition is preserved even under the worst load conditions.
